Shave it, it should only take up like, one minute of your time maybe once or twice a week. You can do it while you wash your face or before you go to school or whenever. When you do it, just press your lips together and tilt your head in the mirror so you can see. If you cut your lip, it'll just make a small lil peck and bleed a lot, but it will heal pretty fast. But I've been doing this for like, 3 years and never cut my lip, so don't worry about it. (my sister cut hers when she was in a rush, so don't panic, it's really only like 30 seconds, so calm down and shave, then you can rush!)
Don't wax either, in my opinion, unless you are used to it. After waxing, if the wax was too hot or you are allergic, you'll get a reaction of a whole bunch of burns that look like an infestation of pimples above your lip, it looks gross. So test the wax on maybe your eyebrows first and if you are alright with it, then maybe do your lip. But make sure that your skin can tolerate it.

the whole "if you shave the hair will grow back thicker is a myth.
also it will still be noticible hair there if you bleach.
